Bad bosses can add to your stress, diminish your creativity, and even threaten your health.

One head chef had a bad habit of throwing knives around the kitchen, in the direction of people that made him angry. Another woman’s boss told her coworker she couldn’t take a personal day to bring her dog to the emergency vet “because dogs are replaceable.” Yet another boss was caught shaving time off of his employee’s time cards and banking it into his own for a bigger bonus.

These are just some of the stories from a reddit thread about horrible bosses in which employees share their stories of angry, disrespectful and generally incompetent bosses.

These poor employees aren’t alone. A huge number of people have had a bad boss at one point in their lives. Various polls of workers have shown that between 13 and 36 percent of U.S. workers report having had a dysfunctional manager, and 98 percent have reported experiencing uncivil behavior at work.

Even though the South Lake Tahoe City Council on July 21 is expected to vote on a vacation home rental ordinance, the city is going to spend money after that fact on a consultant who will prepare a socio-economic impact study of vacation home rentals.

The city says it will be a comprehensive, unbiased report assessing how VHR’s impact the city, community, housing market and day-to-day quality of life for residents.

The VHR issue has become more heated and contentious in the last year between residents who believe these rentals are ruining neighborhoods and those who believe they are another economic driver in a town whose main industry is tourism.

The price at the California gas pump continues to be the most expensive in the nation.

Wednesday’s average gas price in California was $3.86 per gallon of unleaded gasoline, according to AAA Northern California. The average per gallon on Tuesday was $3.80.

On Tuesday, AAA Northern California spokeswoman Cynthia Harris noted that Tuesday’s price was a 36 cents jump in one week, and 6 cents higher since last month’s AAA Northern California gas survey on July 10.

By comparison, Wednesday’s national average price for regular unleaded gasoline was $2.78 per gallon.

For a man who makes his living using his foot, Josh Scobee is proving he also knows what to do with his hands when holding a driver, irons and putter.

The Jacksonville Jaguars placer kicker finished Day 2 of the American Century Championship atop the leaderboard by five points. Scobee was in the hunt much of the first day. He goes into Sunday with 57 points, six under par.

Scobee shot a 33 on July 18 to tie the best record for the second day of the tournament. That’s what Billy Joe Tolliver shot in 2010 when he won the tournament. Scobee pulled this off with having bogeyed on hole 18.

“It was a fantastic round. I just tried to stay focused and take each shot as an individual shot. Being a kicker, it is kind of like kicking a football. You have to take each thing individually and focus on that one thing and not try to get anything clogged in your head and play your game,” Scobee told NBC.

Retired MLB pitcher Mark Mulder shot the same score as Day 1 – 26 – and while that was good enough to be the leader with Jack Wagner after Friday’s round, it puts him in second place going into Sunday’s final 18 holes.

The celebrity golf tournament at Edgewood Tahoe uses a modified Stableford scoring system.

Charles Barkley – perennial cellar dweller – has resumed that position with a score of minus 62. The next closest person to him is Larry the Cable Guy with minus 32.

The action starts early on July 19 with the first tee time at 6:50am.

Lane closures and reduced speed limits will be in place on South Carson Street and Highway 50 in the Spooner Summit junction area beginning July 19.

The 9pm-6am closures are anticipated to last for approximately one week.

Crews will be constructing a drainage culvert underneath the freeway. During freeway construction, the culvert will house a conveyor system which will be used to move nearly 600,000 cubic yards of earth from the construction site to a gravel storage pit. Running underneath the freeway, the conveyor system will not interfere with traffic when installed. The conveyor system will alleviate the need to transport the earth across South Carson Street by truck, eliminating months of potential traffic delays and impact. After freeway construction completes, the culvert will become part of the roadway’s extensive storm water system to help convey water more efficiently and safely.

The work is part of the approximate $42 million Carson City Freeway Phase 2B-3 project that includes extending the highway between Fairview Drive and the Spooner junction. The project is expected to open in 2017.

With all the retirements in Lake Tahoe Unified School District, changes are coming to the front office.

At the July 21 6pm board of trustee meeting the electeds are being asked to approve a reorganization of the district office. The proposal affects the composition of cabinet, coordinators and principals.

The new coordinator positions and/or principals will participate with the cabinet when needed to ensure program development and efficiency.

Instead of replacing CFO Deb Yates, the district is likely to have a chief business and operations officer who will oversee information technology, facilities, nutrition and purchasing, and the newly created financial services director position.

“This will improve district-wide efficiency, communication and problem solving.  The shift from the fiscal services specialist to a director of financial services allows the senior accounting team to receive direction in day-to-day business,” the staff report says.

The receptionist-office assistant position will be retitled to include accounting assistant to better reflect current job duties.

A new custodial supervisor position is on the agenda.

The Human Resources Department is also likely to be revamped. The HR administrative assistant will become an HR classified personnel specialist, with duties including chief labor negotiations, district health benefits program, state required employee training, and assignment of retiree work program for benefits.

The Placer County Board of Supervisors is contemplating closing the animal shelter in Tahoe Vista.

A group of volunteers is trying to keep the facility open.

The supervisors are meeting July 20 at 2:30pm at the shelter (849 Shelter Road, Tahoe Vista) to receive a tour and see the facility. They will then go to Truckee at 3:30pm to tour the animal shelter at 10961 Stevens Lane.

On the July 21 agenda is an item to just have the Truckee facility.

“The Tahoe Visa shelter is over 40 years old approaching the original operating life expectancy, and is not considered to be compliant with current standards for animal care and sheltering as recommended by the Humane Society
of the United States,” the staff report says.

The county would pay the Truckee shelter $750,000 and the agreement would be for 30 years.

Staff expects to save $100,000 a year. The report says, “This agreement will eliminate the need to upgrade or build a new shelter potentiality saving several million dollars in the near future.”

The meeting starts at 9am at the Resort at Squaw Creek.

Moody’s Investors Service is feeling much better about the financial future of gaming than it did around the same time last year.

The credit rating agency said today that it has upgraded the outlook for the U.S. gaming industry to stable from negative. Moody’s assigned the industry a negative outlook last June partly because of declining gaming revenue, but a new agency report now anticipates that revenue will rise for the next 12 to 18 months.

Moody’s Senior Vice President Keith Foley said in a statement that the agency thinks gaming revenue will increase by as much as 2 percent each month compared to the year before. He said that should result in increases of 3 percent to 4 percent in the industry’s earnings before interest, taxes, depreciation and amortization.

UNR football coach Brian Polian brought his players to the lake on July 17 for a workout before camp starts next month.
