Boy, it sounds like regulatory compliance is creating a sticky web nobody can get loose from. I'll just tell you how I'd answer your six questions from the meeting on Feb. 6th.

1. The best interest of the community IS having an open store/marina/cafe, all staffed with capable and responsible people.

2. The concessionaire's main concern should be the operations, not playing ball with the board, and the rep, and the city manager. That's a problem right there.

3. Get it done, somehow. You are too focused on getting everyone to play nice. Put out another RFP, see what you come up with. Only accept proposals from those who meet the criteria. If none exist, then shut it down. Sorry. It might be the thing that opens people's minds to giving that level playing field one of them griped about, if the option is NO CONCESSIONAIRE AT ALL.

4. What will ensure financial solvency is a successful concessionaire. One who can focus on the job at hand rather than meeting after meeting after meeting.

5. The degree to which the concessionaire complies is an unknown until it's running, unfortunately. The way you deal with that is if they don't comply, they don't get to come back next year. If they do comply, we'll see you again next summer too.

6. How does a long-term contract help? Well, it doesn't. If you're getting a pig in a poke, you don't sign a multi-year contract with the so-called pig.

What a big mess! Can't everyone just do the "right thing", not what benefits you and your buddies the most, but the right thing that benefits all concerned.

I find it very interesting that the reporter (Sue Wood) has selectivly choosen what to put into this on-line paper. She chose not to report on the letter from the recent three (3) letters from the CSD president addressing what is considered by many to be harrasment of a contracted concessionaire for the store & marina and the resignation of the CSD President (Dana Clark). Looking at thes documents will educate readers of exactly the type of situation the board has faced in trying to operate the business responsibly with the best interest of the community as a whole in mind.

While this is a good timeline and explanation it also clearly shows how a small group of bullies can ruin anything that is good. The families that want to control the entire area will eventually run everyone out or cause them to give up the good fight until they again hall all the control, money and power they want to keep it all in their family.
It will take a very strong person who can handle the false allegations to stand against them.

The question will be who will stand with the righteous so that a family or two is not in control. The place belongs to the people.
The CSD model, a general manager and open public process is the best for the long run so a few families are not in control of a public place.
